“Kaifeng Report” Progresses Smoothly

The plenary session of the Research Committee on the “Kaifeng Report” was held successfully in Istanbul, Turkey, from August 4 to August 5, 2014.


“Kaifeng Report” is a strategic project of the Kaifeng Foundation launched in 2014. The project takes Gaither Report as its blueprint, which was released in 1950 by the Ford Foundation, invites experts and scholars from all walks of life who have global perspectives, open minds, and critical thinking to form a research committee and plan for the long-term development of the Kaifeng Foundation.


During the session, the Research Committee reviewed the major issues faced by the world and China, and took them as the historical background for the work of the Kaifeng Foundation; it also discussed and approved the missions & future development of the Kaifeng Foundation. The Research Committee thought that the Kaifeng Foundation should conduct work in the three dimensions of public culture, public space, and public philosophy.

The Kaifeng Foundation was decided to be a grant-making foundation, and the discussion also covered its potential funding fields.


The missions of the Kaifeng Foundation were adjusted as follows:

- To Promote the Understanding of Shared Human Values

- To Promote the Consonance of Human Cultures

- To Expand Social Justice

- To Facilitate Gradual Social Changes


The Research Committee will complete the first draft of the “Kaifeng Report” by the end of 2014, and will convene the 2nd plenary session in January, 2015.


Milestones for the “Kaifeng Report” in the 2nd half of 2014


- The preparatory meeting of the Research Committee on June 15


On June 15, the Research Committee’s preparatory meeting for the “Kaifeng Report” was held in Beijing. The founder and Chairwoman of the Board of the Kaifeng Foundation Dr. Whitney Duan, Directors of the Board of the Kaifeng Foundation Dr. Duan Qiang and Ms. Huang Yan, Dean of the School of Public Policy and Management of Tsinghua University Xue Lan, Academician of Taiwan Academia Sinica Yun-han Chu, and Director of Institute of Advanced Studies of Humanities and Social Sciences of Tsinghua University Prof. Wang Hui attended the meeting. The meeting decided the name list of the Research Committee on the “Kaifeng Report” and arranged the preparatory work for the upcoming plenary session.

from Harvard’s Government Department, Prof. Zhao Dingxin from the Department of Sociology, University of Chicago, former project officer of the Ford Foundation Dr. Mary Zurbuchen, and the founder of Comedia Charles Landry attended the meeting. During the meeting, participants discussed the missions & future development of the Kaifeng Foundation, the content & publicity strategies of “Kaifeng Report”, and the work schedule.

On August 26, the co-chairman meeting of the Research Committee on the “Kaifeng Report” was held in the Kaifeng Institute of Tsinghua University. The founder and Chairwomen of the Board of the Kaifeng Foundation Dr. Whitney Duan, Dean of the School of Public Policy and Management of Tsinghua University Xue Lan, Prof. Anthony Saich from Harvard University, and Director of Institute of Advanced Studies of Humanities and Social Sciences of Tsinghua University Prof. Wang Hui attended the meeting. Based on the achievements of the meeting in Istanbul, the meeting further specified the project’s division of work and targets of the expected achievements.
